The annual Mosse Lecture will be delivered by Jet Bussmaker, Minister of Education, Culture, and Science, and is titled: “Limits to Gay Emancipation Policy: Civilian or Police Officer?”

Over the past hundred years, the government’s moral views on the emancipation of women and gay people have changed significantly. This shift is reflected in government policies and the role the government takes in addressing emancipation issues. Cultural patterns, norms, and values are constantly evolving, which is why emancipation always requires ongoing attention. How does the government respond to these societal dynamics, now and in the future? When does it act as a legislator, when as a challenger, and when as a norm-setter? And what happens when certain issues are deliberately left unregulated, relying instead on initiatives from within society?


De jaarlijkse Mosse lezing zal verzorgd worden door Jet Bussmaker, minister van Onderwijs, Cultuur en Wetenschap, en heeft als titel: “Grenzen aan homo-emancipatiebeleid: burgerwacht of politieagent?”

De afgelopen honderd jaar zijn de morele opvattingen van de overheid over de emancipatie van vrouwen en homo’s sterk veranderd. Dat zien we terug in het overheidsbeleid en in de positie die de overheid inneemt bij emancipatievraagstukken. Cultuurpatronen, normen en waarden zijn altijd in beweging en juist daarom vraagt emancipatie altijd onderhoud. Hoe speelt de overheid in op die maatschappelijke dynamiek, nu en in de toekomst? Wanneer is de overheid wetgevend, wanneer confronterend, wanneer normstellend? En wat gebeurt er als je bepaalde zaken expres niet regelt, maar overlaat aan het initiatief vanuit de samenleving?

Jet Bussemaker is a prominent Dutch politician and academic. From 2012 to 2017, she served as the Minister of Education, Culture, and Science in the Netherlands under Prime Minister Mark Rutte. As a member of the Labour Party (PvdA), she has also held roles such as State Secretary for Health, Welfare, and Sport and was a member of the Dutch Parliament. Bussemaker is a Professor of Science, Policy, and Societal Impact, focusing at Leiden University Medical Center and the Faculty of Governance and Global Affairs. Her research explores health inequalities, collaborations between medical and social sectors, and healthcare transitions. She also chairs several initiatives, including one aimed at strengthening historical knowledge of the former Dutch East Indies and another at facilitating dialogue on science and society.

Bussemaker has been recognized for her efforts to promote equality and cultural engagement, emphasizing the societal impact of policy-making throughout her career.
